I'll be pretty honest, I don't really ship Paraguay much and I don't really have any ships to consider for Paraguay at all and I'm still doing my research but anyway, I decided to look up relations between Paraguay and Bolivia;
Paraguay-Bolivia;
A war between Paraguay and Bolivia occur in 1932 to 1935 which was known as the Chaco-War which Paraguay won and Bolivia lost quite a bit of land thought it wasn't as bad as Bolivia's lost with the coast with Chile. The war itself was discribed as;
'After Bolivian counterattacks put Paraguayan forces on the defensive, a truce was arranged on June 12, 1935. About 100,000 men lost their lives in the war. A peace treaty was arranged by the Chaco Peace Conference, which included Argentina,Brazil, Chile, Peru, Uruguay, and the United States. It was signed in Buenos Aireson July 21, 1938. Paraguay gained clear title to most of the disputed region, but Bolivia was given a corridor to the Paraguay River and a port (Puerto Casado). The war had caused disruption of the Bolivian economy, provoking demands for reform among the deprived Bolivian masses. Argentina was given the main credit for the settlement, and Argentine investors profited from Paraguay’s territorial gain.
In April 2009 Bolivian President Evo Morales and Paraguayan President Fernando Lugo signed an accord resolving the countries’ border dispute over the Chaco region that had resulted in the war. The leaders agreed that the war had been brought on by foreign interests.'

Paraguay and Bolivia despite being neightbors are not that close and tend to show they are not all that interested but Paraguay and Bolivia do have one thing in common and that be; Guarani also they send people to Argentina's place but this does bother her due to how Paraguayans and Bolivians are view in Argentina not so well. (credit to FlopyLopez for correcting me on this bit.)
Also yes, I gave Lino some facial hair which this part actually represents the Paraguay's forest industry

And I'm glad that you can also understand Para and Boli's relations correctly; they're neighbours who are rather indifferent to each other, but they are currently trying to get along better, which is something that all latin americans are doing lately. Despite the ongoing conflicts everywhere and some diplomatic tensions, I think most latin american countries are trying to get along and reinforce their unity! That's important to know when it comes to current relations between latinos.
Also I didn't know Argentina benefited from the Chaco war, damn, Argie can be quite meddlesome sometimes!
A small note, though, Bolivia and Paraguay don't send immigrants to Argentina 'just to annoy her'; I said that once jokingly, but in reality the fact that she's annoyed was a reference of the high discrimination and racism that Paraguayan and Bolivian immigrants suffer in Argentina, which is not something funny. Most of them come here to find work but they're usually known for living in low class places, and their conditions are not 'desirable'. In my town there is an important bolivian community and sadly, the term 'bolivian' or 'paraguayan' is often used as an insult. It's really sad, actually I wish our society wasn't so racist and judgemental.
By the way, nice mustache you got there, Lino! I like the justification, although I don't think a mustache suits him at all, it makes him look kinda old. I think a stubble would suit him better, but you don't have to change it of course
